This is just a BSD License, lightly modified to recognise that RanpassUI is not an open source application, despite being offered freely for download and use.

Registration

Registration is not required for this software. However, as some organisations require registration or payment of software for its use to be allowed, a written license may be purchased for $20.00. This simply provides the purchaser with a confirmation of purchase.
